Why some Regional Asian Channels like HBO and Star Movies, have to cut scenes of the movies?

why HBO and Star Movies, and other regional Pay-TV Channels in Asia, have cut some disturbing scenes on TV and on Movie Channels, I'm From the Philippines and I experience this watching Movies and tv programmes on Cable TV that are been cut some disturbing scenes. I want to watch a complete TV Show or Movies on TV from beginning to end in Perfect timing without any Cut scenes. Why the whole Asia is Affected by this Media Censorship,on Pay-TV ? is it Singapore (The Media Capital of Asia), want all TV programs from Pay-TV networks to be censored to the public?
