Quick grammar help needed, por favor.?

"As proven, racial profiling is used as a tool of discriminatory persecution" OR "As proven, racial profiling is used as a tool for discriminatory persecution"? (The difference being the usage of "of/for.") I was proofreading my friend's paper, and "of" made sense to me, until he had to go point that out...anyhow, thanks a lot! =D
