Why are they overpricing?

i looked on both kbb and edmunds at a 2006 mercury milan. a clean mercury milan 2006 is supposed to be 9500 at most, but when i search local listings most car dealerships are making them priced around 13000. no way would i ever pay that much what should i do? i really want this car
